Yes — shutters have no cords or chains at all, so there is nothing for a child to reach or tangle in. Louvres adjust by hand or, on motorised panels, by remote or app. They are the lowest-risk window covering you can put in a kid's room.
Construction. Most shutters on the Australian market are held together with small screws that work loose, and screwed frame corners that sag with age. Norman uses mortise-and-tenon joinery — the same interlocking joint used in heirloom furniture, about six times stronger than a screwed corner — and an internal geared tilt system with no tiny screws to fail.
